Teresa Rule Portrait Teresa Rule
Chief Executive Officer

A native of Cleveland County, Oklahoma, Teresa Rule graduated from the University of Oklahoma with a Bachelor of Arts in Letters. Teresa was an officer in the U.S. Marine Corps for 20 years during which she earned a Master’s degree in Education for Adult and Community Education from Eastern Carolina University. She served as a Transportation Officer before transitioning into Joint Special Projects. She served tours in the United States and Okinawa. Teresa holds the Project Management Professional (PMP) certification as well as the Certified Information Systems Auditor (CISA) certificate. Teresa specializes in managing security projects management for organizations seeking proactive cyber secure and compliant environments. Her projects have included FISMA Compliance Projects, SOX, SAS 70, Data at Rest Encryption, Multi-Factor Authentication, Server Refresh and Identity and Access Management projects. Teresa has led 89 projects in the past 24 years and is a recognized Subject Matter Expert in Security Project Management.

Kevin Owens has more than 20 years of experience in designing and protecting control systems from cyber and physical attacks, in both the commercial industry and government sector. Kevin is a graduate of the University of Illinois at Chicago with a BS in Electrical Engineering and spent a decade with the Department of Defense (DoD), where he led the creation of numerous cyber capabilities to defend the United States and its interests. Kevin has traveled globally designing solutions to create a more defensible network posture, increasing the customer’s ability to detect and respond to an attack by closing vulnerabilities and significantly enhancing security. He has coordinated with several government agencies, law enforcement, national intelligence entities, private sector, and international constituents on cybersecurity issues and events.

Patricia Hammar is a recognized expert in the areas of Data management, Insider Threat and Privacy in research and emerging technology. She has a proven track record for leveraging both her technology and legal expertise to address complex governmental issues. She works as a strategic advisor and thought leader on a variety of interagency projects related to Information Sharing and Safeguarding, Homeland Security, and Advanced Technology. Prior to Control Cyber, Patricia held executive positions in the private sector with Dynamic Security Concepts, Inc., with National Security Research, Inc., and with CACI International Inc. Ms. Hammar started her career in the Department of Transportation where she represented the Department of Transportation in the Infrastructure Protection Task Force led by the Department of Justice in support of Executive Order 13010, led the technical team for the Gore Commission on Aviation Safety and Security and represented Volpe Safety and Security Programs in the Washington DC area. Ms. Hammar helped establish the cybersecurity program at FAA and developed a Program Assessment and Evaluation capability for FAA security programs. In the private sector, Ms. Hammar served in technical, executive and legal positions. She was a member of CSIS Task Force on Cyber Threats and Information Security: Meeting the Challenges of the 21st century. Ms. Hammar served on the Defense Science Task Force for Preventing and Defending against Clandestine Nuclear Attack. She also served in the Presidential Task Force for Controlled Unclassified Information. She served as chair of the IJIS Institute Information Privacy Advisory Committee. She also served on the National Research Council Committee Proposed Revisions to the Common Rule for the Protection of Human Subjects in the Behavioral and Social Sciences. She also built the ethics program that won the National Capital Business Ethics Award for National Security Research. She is a graduate from Massachusetts Institute of Technology and earned her Masters in Public Administration and Law Degree from University of Baltimore. She is a member of the VA, DC and MD Bars.
